Liverpool was European Capital of Culture in 2008, so you’re not likely to run out of things to do come rain or shine. The Albert Docks (practically on your doorstep) have been declared a UNESCO World Heritage site in recognition of their historic importance. Take a boat tour to learn more about the area, and if the weather does take a turn for the worse you can always duck inside the Tate Liverpool, the unique Beatles Story attraction, or the Merseyside Maritime Museum.
